Help Create, Implement and Sustain the Vision of a Quality Community-Planning

Every successful quality communities effort begins with fashioning a vision for the community. Regardless of the name a community gives it —— visioning, strategic planning, neighborhood brainstorming —— the single most important factor for success is the assurance that everyone has had meaningful participation in the final result. The State should identify programs that help communities create a comprehensive vision based on contributions of ideas, skills and talents from as many of its members as possible. Further, the Task Force has seen that, when communities are able to turn some portion of their vision into a redevelopment project quickly, they manage to do more and to maintain revitalization momentum over time. The State should focus existing community development resources on spark plug projects which can implement short-term visions and bolster a community's momentum for the long term.
